  5.     The awesome performance of U.S. missiles and fighter planes
  6. in the gulf war seemed a reassurance of America's technological
  7. prowess. But an alarming report last week by the nonprofit
  8. Council on Competitiveness raises new questions about the
  9. nation's high-tech health. The council examined 94 critical
  10. technologies and found the U.S. leading the world or holding
  11. its own in 61 and trailing in 33 others. While America remains
  12. strong in biotechnology, artificial intelligence and aerospace,
  13. it is falling behind or losing in lasers, computer chips and
  14. robotics.

  16.     The council urged Washington to increase federal research
  17. spending for nonmilitary technologies. The U.S. government
  18. spends two-thirds of its research money on defense and devotes
  19. just 0.2% to commercial high tech, in contrast to 5% spent by
  20. Japan and 15% by Germany.
